Capacitors get blamed for lots of issues (and bad caps can cause trouble). When they are going bad things kinda work, output or audio gets distorted, but often something is still there. Here’s some photos of what a console with bad video caps looks like for reference.
The glitched areas are obvious, notice also some of the streaking in the images.
